Family Strengthening
With support from a Legacy Gift, the Community Foundation has hired a consulting firm to facilitate an important, collaborative, and regional effort to explore solutions for unhoused people in our region. This effort is led by a newly formed Tahoe Truckee Homeless Advisory Committee which evolved from a working group of the Mountain Housing Council. The committee will develop a shared vision, implementation strategies, and a Homeless Services Action Plan for homeless services in the Tahoe Truckee region. It is chaired by Nevada County Supervisor Hardy Bullock and comprised of leadership from the Town of Truckee, Placer County, Nevada County, Tahoe Forest Hospital System, Sierra Community House, and United for Action.
I’m thankful this committee has been formed. Homelessness is a systemic issue and won’t go away on its own, it needs to be addressed proactively. I believe a regional vision and shared responsibility for our unhoused neighbors is the only way to stabilize vital safety net services and continue to prevent, and end, homelessness.

To better meet the needs of families in our community, the Community Collaborative of Tahoe Truckee (CCTT) is convening partners to address insufficient childcare for children under the age of 5. Meetings have focused on supporting current providers through trainings and enhanced networking opportunities, and on workforce recruitment strategies to expand qualified and bilingual staff. Partners will work to align resources and agencies in Placer and Nevada County, and support in-home caregivers.

Forest Futures
Forest Futures has received grant reports from its first round of grantees. We are excited to share the powerful impacts of those funds. Key takeaways include:
- Flexible use of philanthropic funding helps fill in the gaps of more restrictive public funds and supports capacity building that is critical to success
- Funding for housing stipends has captured the attention of other stakeholders and is paving the way for a new partnership
- Most grants focus on shovel-ready projects, but we learned that our planning dollars were essential for keeping project work moving forward and enabling acceleration of projects on Forest Service land
The feedback from grantees has validated our Impact Strategy to advance wildfire prevention and forest health goals in our region.
The Forest Futures Salon Series continued with September’s topic “Woody Biomass Utilization for Healthier Forests: Local Solutions in Development”. Speakers focused on the undeniable need for biomass outlets in our region and what projects and partnerships are currently underway to accelerate the opening of local outlets. Representatives from each of these proposed biomass facilities, partnerships, and research projects shared updates and anticipated timelines for their work.

New Achievable Local Housing Units Completed
The Mountain Housing Council (MHC) has recently concluded its latest update to the Regional Workforce Housing Needs Assessment. The assessment continues to encourage regional coordination, stimulate local discussions, and encourage innovative approaches to accelerate housing needs.
After many years of MHC conversations among partners, ‘The Housing Hub’ has been launched, a social enterprise that will support achievable housing goals through strategic collaboration with property owners, housing developers and government agencies in the North Lake Tahoe/Truckee region. The Housing Hub will begin with two programs: support to increase Accessory Dwelling Unit (ADU) development, and coordination with public agencies to reduce or backfill development and impact fees for qualifying workforce housing projects. TTCF, Martis Fund and the North Tahoe Community Alliance have come together to fund the first two years of this effort.

The Truckee Tahoe Airport District (TTAD) Agency Partnership Program is an annual competitive cycle supporting TTAD’s mission “to provide a high level of benefit and value to all Airport District constituents, in keeping with its public purpose.” Since 2021, TTCF has administered the annual TTAD Agency Partnership Program and supported the distribution of over $1M to local organizations. In the effort to be good stewards of this public process and adhere to the intentions of the TTAD Board, the TTCF team takes very subjective information from applicants and runs it through an objective scoring rubric and committee review process. As stewards of public funds, the committee centers outcomes around transparency and equity.
The 2023 results have just been released with eight local agencies and qualifying non-profits receiving awards totaling $434,893.
This year’s recipients include:
- Nevada County Sheriff’s Search and Rescue: NCSSAR Truckee Rapid Response Mobile Command Vehicle
- Friends of the Truckee Library: The Truckee Regional Library Project
- Sierra Watershed Education Partnerships: Tahoe Truckee Emission Reduction Partnership, Phase 3

- Biking for a Better World: Opening Rebuild Project and associated equipment purchases

Nancy Wallis, Volunteer Extraordinaire
At TTCF, we’re fortunate to have some incredibly talented, incredibly generous people who help fuel our mission. Truly, without their efforts we couldn’t serve the community in all the ways that we do.
We recently caught up with volunteer extraordinaire, Nancy Wallis, to learn more about the many ways she gives back and what’s motivated her to make this shift in her life.
TTCF: When and how did you become involved with TTCF?
NANCY: I became involved with TTCF in 2014, a year after my husband and I had retired and moved to Truckee from San Diego. I no longer wanted to focus on my career, and I wasn’t interested in consulting, yet with 40 years of experience in healthcare administration and an LCSW social work license, I felt there was a lot I could contribute. I met with Stacy and Phyllis to learn what volunteer roles were available and soon began helping TTCF on a variety of committees.
I’ve had a long and successful career so I’m happy to give back.
TTCF: What are some of the groups and initiatives that you’re involved with?
NANCY: I helped TTCF when they received their first mental health services funding. I’ve been a part of several selection and recommendation committees, including scholarships, Nature Fund, Martis Fund, and the TTAD Agency Partnership program. Having worked with the homeless in San Diego, I am volunteering with the Emergency Warming Center. I’m a docent at Donner Memorial State Park, a member of Soroptimist International of Truckee Donner, and on the board of Truckee River Watershed Council.
It’s nice to be on the other side of the grant process. And, it’s very rewarding to be part of the Community Foundation programs. They are organized and well-run.
When Nancy isn’t volunteering you can find her outdoors– kayaking, hiking or snowshoeing, and spending time with her husband and HSTT rescue dog, Boomer.

Queen of Hearts Women’s Fund has helped grow our Adopt-A-Senior Holiday program to ensure that the Seniors in our community receive a thoughtful gift card as a symbol of our gratitude.
